The meeting focussed on the ongoing work concerning ENISA draft cloud cybersecurity scheme. The 
Commission made clear that it had not taken a position yet and was carefully considering how to 
balance the cybersecurity needs with the international trade commitments made by the EU, while 
striving for a consensual solution for the Member States. OVH expressed its support for the work of 
ENISA and stressed the benefits of a harmonised approach with a cybersecurity scheme for cloud 
services. OVH also sought more clarification on the nature of the challenges in terms of international 
trade obligations. The Commission’ services elaborated on the rules of the WTO and GATT system, 
notably on the conditions (proportionality and coherence test) to be met for trade restrictions.
