Oracle’s representatives briefly presented the company’s cloud strategy, explaining how the company
moved from being a database vendor to an advanced cloud-based solutions provider. They highlighted
the differentiated cloud solutions they offer, based on customer’s concerns and requirements. They also
presented the new EU Oracle Sovereign Cloud that aims at addressing data sovereignty issues, both
from a technical perspective (i.e. ensuring logical and physical separation) as well as legally (with the
creation of special legal entities in the EU that would not respond to request for customers’ data from
outside their jurisdiction and a governance committee to ensure further layers of protection). They
explained how their solution is not country-specific but takes a regional/European approach with the
creation of differentiated cloud regions. At the same time, they expressed concerns that Oracles’
solutions would not meet level 3 requirements of the European cybersecurity cloud certification
scheme, as the company headquarters are not in the EU. The Commission highlighted that a final
position on the requirements for the scheme has not been taken yet and that the idea is to provide for a
voluntary certification which enables more choice and alternatives and caters for different risk levels.
