Preparation of the High level launch
event of the EU Internet Forum
I. Scene setter
The
European Agenda on Security announced the
launch of an EU-level Forum with
IT companies to more effectively counter the use of internet and social media for
terrorist online purposes.
The Internet Forum shall focus on i)
reducing accessibility to terrorist material online
(removal of content), ii) making better use of the internet to
challenge the terrorist
narrative (development and dissemination of counter narratives) and iii) Exploring the
concerns of law enforcement on new
encryption technologies.
The IT Forum serves as i) a
platform for discussion with a view to
identify common
tools, best practices, innovative and new solutions to tackle all IT related issues of
terrorism and ii) a
hub which links to a number of other relevant initiatives (such as
the EU IRU, SSCAT, RAN). Issues covered by the Internet Forum can range from ways to
identify/detect terrorist material, remove such material, counter terrorist propaganda
through the creation of counter narratives and the development of communication
strategies, protect IT systems against attacks and access such content for law
enforcement purposes.
The
High Level event will build upon the example of the Ministerial Dinner of October
2014 but will also mark the launch of the IT Forum in its new more structured and
institutionalised form. As such it will be the first of such high level events thereafter to
be held annually. While there are a series of events taking place already, this High Level
event will provide the
opportunity to take stock of actions undertaken so far,
highlight challenges and emerging issues and provide strategic guidance for further
work.
