Ninth EIBI Team Meeting – 3 July 2012 
 
DRAFT Summary of main discussion 
 
 
1.  Introduction 
 
The meeting was chaired by Bruno Schmitz (BS) who welcomed the Team members and 
especially Myrsini Christou, the Greek Team member who attends the EIBI Team Meeting 
for the first time, Borja Izquierdo who accompanied the Spanish member and Vanessa Marmy 
who replaced for this meeting the Swiss Team member.  
 
BS announced to the Team that the EBTP has nominated Carmen Millan (Abengoa, Spain) to 
be an industrial representative in the Team, replacing Valentín Ruiz Santa Quiteria (Repsol, 
Spain). Valentín Ruiz Santa Quiteria will remain available as substitute of EBTP industrial 
representatives. 
 
 
The minutes of the 8th EIBI Team meeting held on 25 April 2012 were adopted. 
 
 
2. Outcome of the EIBI Conference held on 5 June 2012 
 
Maria Velkova (EC) represented the outcomes and conclusions of the EIBI Conference held 
in Brussels on 5 June and proposed some follow-up actions. Her presentation is attached to 
these minutes. All the presentations and the video are available online 
(http://ec.europa.eu/research/index.cfm?pg=conferences&eventcode=2D304246-F139-B469-7B52295CAA70E6CB). 
 
The content and format of the next edition were discussed and it was agreed: 
 
•  To propose a more focused agenda around 1-2 issues: these issues should be highly 
relevant to attract industry and high profile participants, 
•  To plan more time for discussions (roundtable and long coffee breaks), 
•  To involve more the EIBI Team members in the organisation from the start (e.g. on 
the definition of the agenda): the German and the Spanish representatives volunteered 
to coordinate MS views and to contribute to the proposal for the next edition; the 
EBTP will coordinate the input from industry, 
•  That the EC will continue to provide support for the logistics, 
•  To set a date for the next conference by October 2012, 
•  To organise the next edition in Brussels. 
 
 
3. Bio-based industries Public Private Partnership (PPP): possible partial integration of 
EIBI activities into this PPP

- Update timetable for the preparation phase 
 
Virginie Rimbert (EC) updated the Team members on the timetable for the preparation of the 
proposed bio-based industries PPP. DG RTD-Directorate E (Food, Agriculture and 
Biotechnology) is currently leading the preparation of a possible JTI on Bio-based industries.   
 
So far, the industry prepared a Vision Document entitled "Bio-based for Growth" (the latest 
version is attached to these minutes), and a draft letter of commitment of the founding 
members with a commitment of 2.8 bn euros. 
 
In the proposed timetable it is foreseen to present the Council Regulation to the College of 
Commissioners in the first quarter 2013. This will imply that the Impact Assessment is 
completed by mid-October 2012, and a Joint Vision Statement by the end of 2012. The Joint 
Vision Statement will be prepared by the Commission services together with the industry, and 
will notably describe the objectives, implementation modalities and monitoring mechanisms 
of the PPP. 
 
It was reminded that the type of instrument to be used (contractual PPP or JTI) is still not 
decided. Should the JTI option be preferred, an alternative timetable is to wait for the second 
wave of JTI proposals, after a first wave devoted to the extension / revision of the current 
JTIs. 
 
- Position of the EIBI industrial members on the level of integration of EIBI activities into 
the proposed PPP 
 
Lars Hansen (Chairman of the EBTP Steering Committee, Novozymes) presented the analysis 
prepared by the industrial members of the EIBI Team regarding the possible integration of 
some EIBI activities into the proposed bio-based PPP.  
 
The Vision Document and the position of the industrial EIBI members were discussed. Some 
EIBI Team members expressed their concerns that Energy may not be sufficiently considered 
in the vision paper in relation to other biomass uses, and suggested that the Vision Document 
should be revisited. 
 
BS explained that the Vision Document reflects the vision of industry at this point in time, 
and is not endorsed by the Commission. It will be one of the elements used to prepare the 
Joint Vision Statement, but not the only one. 
 
After the discussion, it was agreed that: 
 
•  MS representatives will send their comments to the EC on the Bio-based industry 
Vision Document, and on the position of the industrial EIBI members regarding the 
possible integration of some EIBI activities into the proposed PPP, by 16 July, 
•  The EIBI Team position will be revised accordingly and recirculated to all EIBI Team 
members. 
•  This will be used as an input to the Working Group in charge of preparing the Joint 
Vision Statement that will present the common vision of EC and industry regarding 
the content of the bio-based PPP.

as it is a document endorsed by industry only. The document is not published yet. No revision

[NOTE 3: A bilateral meeting between DG RTD and DG ENER is planned for next 
17 September on this subject]. 
 
 
4. Implementation of the EIBI core activities: ongoing activities 
 
- ERA-NET+ 2012: Update on the negotiations 
 
Chris Dowle (UK) presented the status of the negotiations of the BESTF proposal. His 
presentation is attached to these minutes. The outcome of the negotiations will be 
communicated to the Team as soon as possible. 
 
- "Biofuels FlightPath": update  
 
Recently 2 workshops have been organised, devoted to: 
 
1.  Upstream R&D and Innovation for Paraffinic Biofuels - During the Biomass Conference 
& Exhibition in Milan on 18/06. Stakeholders discussed new value chains and conversion 
process to paraffinic biofuels that are still in early development stage. This includes 
thermochemical pathways (synthetic biofuels, pyrolysis and catalytic conversion of 
alcohols) and microbial pathways. Important advances and new technologies in this field 
were presented. The presentations given during the Workshop can be found at:

2.  Incentives - During the Sustainable Energy Week in Brussels on 20/06, the various 
incentives that could facilitate and accelerate the market deployment of advanced 
paraffinic sustainable biofuels in the aviation sector were discussed. The main outcome 
was that there is no need for a specific mandate within the RED. The presentations given 
during the Workshop can be found at:

There will be no new workshop before spring 2013, the priority being now to analyse and 
draw conclusions from the various meetings organised in the 1st year of the Initiative. 
Summaries of the presentations given during the last 3 workshops will be prepared and 
uploaded on the Europa site. 
 
Beginning of October there may be a meeting with major oil companies. There may also be a 
revision of the Initiative Roadmap by November 2012. 
 
The Biojet Map project is an information and dissemination tool for biofuels use in aviation. 
It is progressing well, with a test version already in operation. A new template is under

discussion to collect information on projects. The tool is expected to be available for the 
general public by the end of 2012. 
 
A tender studying the use of biofuels in aviation in blends in the range of 50 to 100% has been 
issued. Proposals are expected by 27 July. 
 
The topic of DG ENER in the 2013 Energy Call focuses on demonstration-scale plants for the 
production of paraffinic biofuels for use in aviation. 
 
5. Implementation of the EIBI core activities: future activities 
 
- New ERA-NET+ topic for demonstration projects in WP2013 
 
The topic will be published next 10 July. The EC budget for this topic is 20 M €. 
 
The following MS expressed interest in this topic: DE, GR, NL, ES, UK, while indicating that 
it is too early to know whether a budget can be committed. 
 
- Working Group on end-uses 
 
Franco Cotana (IT) presented ideas regarding the scope of the WG on end-uses. His 
presentation is attached to these minutes. 
 
After discussion, it was proposed to narrow the scope of this WG to 2 topics (road transport 
and maritime sector), but it will start working on the maritime sector as a test case. 
 
- Working Group on the financing of bioenergy flagship projects 
 
This point was removed from the agenda. The Working Group should meet in the coming 
months and a state of play will be given at the next EIBI Team meeting. 
 
6. Next meeting 
 
The 10th EIBI Team meeting is scheduled on 10 October 2012 in Brussels 
 
7. AOB 
 
Kees Kwant (NL) communicated the outcome of his consultation with the bioenergy research 
community, notably the EERA bioenergy group, regarding infrastructures. The conclusion is 
that there is a need to support research infrastructures for biochemical technologies in 
bioenergy.  
 
[NOTE 4: Kees Kwant will prepare a document in coordination with EERA explaining and 
justifying the needs identified. This document will be provided as an input from the EIBI 
Team to the services in charge of the infrastructures programme].   
 
 
- Workshops on longer-term R&D

An email was sent to EIBI Team members on 18 June, informing that the two workshops on 
longer-term bioenergy research (initially scheduled back-to-back with the 9th EIBI Team 
meeting) had been postponed to 3 and 4 September. In this same email, EIBI Team members 
were recalled to provide names of potential participants and speakers for the workshops 
directly to Francisco Gírio, representative of EERA and of Portugal in the EIBI Team. 
 
According to the feedback provided by Mr Gírio (not present at the meeting), the response 
received to date has been very limited, and the list of participants and speakers is not 
finalised. Given the difficulties to contact potential participants during the summer holidays, it 
was decided to again push the workshops to October or November. A new date will be 
proposed shortly. 
 
EIBI Team members were requested again to provide names of potential participants to 
Francisco Gírio, within the shortest possible delay. To better understand the aims of the 
workshops and facilitate the choice of potential participants, the presentation made by 
Mr Gírio at the EIBI conference of 5 June is annexed to these minutes.
