ACEA addressed the following topics:
1. RDE
2. Type approval
3. WLTP (Worldwide Harmonized Light-duty Test Procedures)
4. GEAR 2030
ACEA stressed their support for a fast adoption of the introduction of real
emissions driving testing. They work on awareness-raising with the media and
MEPs that explains the complex and technical elements of the proposal in
laymen's terms. The industry needs legal certainty to make the necessary
investments and to start adapting the technology in their vehicles so that they
can meet the 2017 conformity factors targets. For this, the proposal will have to
be adopted as soon as possible.
AP explained that if the European Parliament exercises a negative vote on the
scrutiny exercise of the RDE proposal, this will lead to a co-decision process,
which could be rather lengthy and take up to 1.5 years.
ACEA highlighted that certain manufacturers are concerned about complying
with the CO2 targets, as they might decide to stop with diesel technology due to
new RDE testing method.
AP informed about the state of play of the revision of the type approval proposal.
The Commission aims to present a proposal as soon as possible, hopefully in the
beginning of 2016. ACEA is ready to provide support if needed.

ACEA members are of the view that the discussion on introducing the WLTP are
overly technical and give not sufficient time for reflection. Although they agree
that it needs to be done in an urgent and timely manner, they are afraid that errors
might be made.
ACEA informed that its members recommended not to participate in the GEAR
2030 as only one seat will be allocated to ACEA and none to the representatives
for OEMs.
AP explained the Commission rules on the representation of stakeholders in
HLGs. He also stated that he would expect ACEA members to participate at
working group level, together with other key stakeholders.
ACEA mentioned that during the period between CARS 2020 and the launch of
GEAR 2030 they created a dialogue with CECRA and are starting the same
approach on autonomous driving /connectivity with CLEPA members.
ACEA asked if the Commissioner could commit to meet the automotive top
companies twice a year to discuss the implications of the different Commission
proposals relevant for the automotive industry.
A meeting with Commissioner Cañete and the new ACEA president has been
scheduled for 21 January 2016.
