EU – REVISED PROPOSAL FOR THE IDENTIFICATION OF COMPOUNDS AS ENDOCRINE
DISRUPTORS
Thank you Chair and thank you to Argentina, Canada and the United States for
continued interest in the ongoing work on endocrine disruptors in the European
Union.
As explained in detail in previous meetings of the Committee the European
Commission is carrying out a comprehensive impact assessment that will analyse
different options for defining criteria for the identification of endocrine disruptors and
their corresponding health, socio-economic and environmental effects once
incorporated in different pieces of EU legislation. Detailed information about the
impact assessment, including the analytical report of the responses to the public
consultation of 24 July 2015, is published on the website of DG SANTE.
In the context of the impact assessment, the Commission also organized a series of
roundtables between April and May, and a public conference on 1st June 2015
informing Member States, MEPs, third countries and stakeholders about the on-going
impact assessment. A technical meeting on the Joint Reasearch Center
methodology, developed as part of phase one supporting the impact asessment, to
estimate which chemicals may fall under the different options for criteria to identify
endocrine disruptors as outlined in the roadmap, took place on 6th of November.
The impact assessment is now entering its final stage. When concluded, the
European Commission will present proposals for the new criteria to identify endocrine
disruptors in the EU’s plant protection products regulation and biocidal products
regulation, probably before summer 2016. The EU will notify the new proposal to the
WTO, in full transparency, to allow third parties eventual comments to be duly taken
into account.
