The boss of Miele, Mr Zinkann, just had a good meeting with AA on DSM, connected homes, 
standardisation, TSM etc. Much support from their side and very helpful agenda. Connect involved 
in a lot of work, other parts spread across commission (Grow, RTD, Env, Ener).

Participants: Vice-President Ansip, Mr Jörgen Gren (Member of Cabinet), Mr Friedrich Smaxwil 
(President of CEN), Ms Elena Santiago-Cid (Director General of CEN/CENELEC Management 
Centre), Mr Hein Bollens (acting Head of Unit, GROW.J.4)
1. VP emphasised the importance of standardisation and interoperability, and, in particular, the 
speed of standardisation setting.
2. Focus is on key actions that would trigger the initiatives and deliverables. One of the challenges 
is the implementation of the standards, now fragmented in the EU.
3. VP asked about CEN's focus, the link between innovation and standards as well as the balance 
between patents and standards. 
4. CEN confirmed the importance of standardisation in the success of the internal market and the 
new legislative framework "New Approach".
5. CEN also put the factor "speed" in the context of the need to build strong consensus amongst 
their 33 members, which can take time.

6. CEN/CENELEC's focus is taken up in their Work Programme, which includes elements of the 
"EU Annual Union Work Programme for European Standardisation".
7. CEN/CENELEC clarified that some particular sectors have specific needs with regard to 
interoperability (manufacturing, Machine-To-Machine).
8. Internationalisation of standardisation was highlighted (cooperation with ISO, IEC).
9. CEN expressed their view that standardisation is the driver to innovation.
10. A balance should be struck between patenting (protecting) and standardisation (sharing); patent 
conflicts can be avoided by negotiating cross-licenses with other market players.
11. VP closed the meeting by enquiring what would be expected from EC and where EC could 
assist:
a. Two separate worlds (ICT-non-ICT) should come closer, however, increasing the speed of the 
process would be difficult; EC should understand this.
b. A common understanding on work programmes could be considered.
c. The "speed" aspect should rather be understood as "timely" delivery of the standard.

Subjects discussed:
• Mobile health and the new Iwatch. The importance will be to aggregate data and to share it eg 
with your doctors, also poses the question of ownership of data (not discussed)
• Job creation in apps economy, huge numbers of app creators in Europe (700.000 jobs created in 
Europe). 
• Large Apple investments in Europe eg two new data centres in Ireland and Denmark (driven by 
100% renewable energy)
• The importance of privacy matters for Apple, hence their strong focus on customers and their

privacy (and strong encryption on Apple platforms, non encryption only targets the “good guys”). 
• M Cook highlighted the importance of proportionality on the data protection side, M Cook agreed 
also that trust in the internet is a must, if people do not trust the services they will not use them. 
• Discussion on patents and licensing of IPR, strong feelings on applying licensing to what the 
patent is enabling and not the whole product (eg less to pay for patents if only part of the product 
or a process is factored in for the licence, rather than the finished product eg Ipad)
• Discussion on portability of (Apple) content. Not happy with the idea of being able to carry 
Itunes products to android and vice versa; or making apps for IOS available for Android. Full 
portability for consumer data/content stored on Icloud (photos etc), this is a non-issue for M Cook.
• M Cook unhappy with forcing common standards for chargers, noting that there is margin for 
manoeuvre for innovation also in this area and that mandatory standards (like mini-USB plugs for 
telephone chargers) would be detrimental to innovation.

Vice-President Ansip (and me) met on Monday 16 February 2015 at 11 Mr Luis Jorge Romero, 
ETSI Director General of the European Telecommunications Standards Institute, Mr Simon Hicks, 
ETSI General Assembly Chairman and Mrs Margot Dor, ETSI Director Partnerships & EU Affairs.
This was their first meeting since Vice-President Ansip took office in November 2014.
It was a good meeting, they discussed the key role of standardisation to carry out better regulation 
and simplify legislation, to increase competitiveness of enterprises and remove barriers of trade at 
European 
international level.

They also discussed the Digital Single Market strategy that is being prepared and will be adopted 
in May and how standardisation can contribute to creating a true DSM. ETSI offered to contribute 
and keep a strategical cooperation with the Commission so that standards can be discussed keeping 
in mind the policy goals that want to be achieved.
More in detail, ESI underlined that policy makers should decide which standards they want to 
promote and make more strategic choices and asked to be more in contact when deciding policies; 
to use what is available is not the right policy.
