Report -  Meeting with Turkey on the multilateral investment court 
(MIC) 22 Sept 2016

) met with Turkish officials from Ankara (Head of Investment policy 
Dept) and their Brussels Delegation. TR had requested the meeting as a follow-up to the 
non-paper the Commissioner had handed to the TR trade minister in the G20 in July. 
They had posed a number of questions on the non-paper. 
COM explained the parallel ongoing processes, first within the EU (Impact assessment, 
initial reactions of Member states) and then externally. We noted the intention to hold a 
discussion at the OECD (TR will be present) and then to seek to organise an expert
meeting in Geneva in December. We also mentioned CM's intention to organise a mini-
ministerial on this, but without being specific on when.

Discussion on substance consisted of COM outlining its initial thinking but emphasising 
that this has to be a bottom-up project and that EU would not seek to impose a particular 
approach.
