Summary of meeting
The meeting was requested by FCA/IVECO/SNAM in order to discuss regulatory
initiatives in the pipeline (in particular the future legislation on CO2 emissions for
passenger cars and light-commercial vehicles but also the Clean Vehicle Directive)
which may affect technological choices for low and zero emission mobility.
FCA, IVECO and SNAM have recently agreed to further develop natural gas
infrastructure for transport in Italy. This initiative is one of the follow up of Directive
2014/94 for the support of the development of Alternative fuels infrastructure in
Europe. They are considering similar initiative in Austria and they indicated that
policies in support of deployment of the natural gas filling infrastructure are being
undertaken also in FR (especially for the heavy-duty vehicle transport), BE
(Wallonia), ES, UK, NL and, to a more limited extent, DE.
The representatives of industry explained that natural gas (CNG, LNG) is available
for any type of transport, affordable and brings immediate environmental benefits
both with respect to climate change (less CO2) and air quality (less PM/PN and NOx)
compared to traditional fuels. In addition, further environmental – but also
competitive/less fuel dependency - benefits can be expected from the increased use
of biomethane (the FR experience was mentioned as an example-biomethane
produced from waste). Indeed transition from CNG to bio-based gas in conventional
engines can be done without any difficulty/limitation. Synergies with our policy on
circular economy and waste management were also stressed.
In this context FCA/IVECO/SNAM claim that the natural gas technology should be
treated fairly with respect to other alternative fuels, when it comes to regulatory
choices. They insist that a technology neutral low emissions mobility approach is
followed in the upcoming revision of the CO2 for cars regulations, but also in the
overall
support
actions
for
the
deployment
of
alternative
fuels
infrastructure/alternative fuels vehicles (clean vehicles definition, public
procurement, etc.).
