Dear Ms Heise, 
I refer to your e-mails dated 17, 20, and 22 March 2017 in which you make a request for 
access to documents, registered on 22 March 2017 under the above mentioned reference 
number. 
Between July 2015 and March 2017, and concerning the issue of the EU Emission trading 
System, natural gas import and production, and unconventional gas exploitation (shale gas/ 
"fracking"), you request access to  
a)  all correspondence (including e-mails) between the Commissioner Cañete, his Cabinet, or 
any staff member of the Directorate General for Climate Action, and representatives of 
fertiliser producers and fertilizer interest groups; 
b)  a list of all meetings between these actors; 
c)  minutes of such meetings. 
A list of meetings as you have requested it under point b) does not exist. 
As specified in Article 2(3) of Regulation 1049/2001, the right of access as defined in that 
Regulation applies only to existing documents in the possession of the institution. 
However, information on meetings held by Commissioner Cañete and his Cabinet, as well as 
myself, is available on the Commission's web pages:
