 would welcome an opportunity to discuss the role of energy and climate policy in 
supporting industrial competitiveness and innovation in Europe. In particular we would be keen 
to address: 
 
•  The importance of carbon pricing as a cost effective mechanism to reduce GHG emissions
as well as a key instrument to stimulate investment in lower carbon innovation and 
technologies in the power and industrial sectors. In this context, Shell advocates proposals to 
reform the EU ETS that will accelerate the emergence of investment signals, implement an 
effective system of “carbon leakage” to support European industries competing on the 
global market and establish an Innovation Fund which supports the demonstration of low 
carbon technologies including innovative renewables and CCS/CCU.   
•  The role of gas, including LNG, in the transition to a lower carbon energy system and the 
importance of securing diverse and competitive supply options for the benefit of industrial 
consumers and households in Europe.  
•  The policy framework for the decarbonisation of the transport sector post-2020. Shell is 
investing in low carbon solutions that support this agenda, such as biofuels, charging stations 
for hydrogen fuel cell electric cars and LNG. We have also partnered with a group of vehicle 
manufacturers and energy companies (OMV, Neste, NEOT, ST1, BMW, Daimler, Honda, 
Toyota, Volkswagen) to produce an Integrated Fuels and Vehicles Roadmap to 2030+ that 
explores the potential of available and emerging technologies, as well as policy options and 
incentives to support their development and market deployment. We would be delighted to 
share the key outcomes of this work.

Commissioner responsible for Internal Market and Industry.
