Meeting with representatives from Shell
Brussels, 6 September 2017
Participants: Sean Rooney and [Art. 4(1)(b)] (Shell)
Miguel Ceballos Deputy Head of cabinet
Representatives from Shell were interested to know Commission's assessment on the new
sanctions proposed by the US against Russia in the energy field. They highlighted the
possible impact of the extraterritoriality effects on its company. I explained the Commission
had been following closely the US debate on sanctions since the beginning and actively
shared its views with US law makers. Coordination between EU and US on sanctions has
been effective to avoid any misunderstanding and possible negative effects on the EU. Shell
enquired about the use of the blocking regulation to which I answered this did not seem
necessary as conditions were not fulfilled.
