Meeting with François Godement, ECFR - Conseil Européen des Relations

Mr Godement presented the objectives of his current research within ECFR, "EU-China
power audit", to be finalized by the end of the year. The report is the result of consultations,
reflections and interviews with EU and Chinese stakeholders on current and future EU-China
relations in many fields. During the meeting we discussed the current state of bilateral
relations after the summit on 3 July with focus on investment. I explained the current state of
the negotiations for an EU-China Comprehensive Investment Agreement and the slow
progress made in recent months. The recent EU-China summit held in Brussels on 3 July did
not inject new political momentum and talks continue at political level. Mr Godement
enquired about possible plans on an EU investment screening system as requested by DE, FR
and IT. I explained that the issue was still under consideration and no decision taken yet.
