In Finland Novel foods are subject to and covered by the national Food Act (23/2006). The general 
provisions of infringements apply to Novel Foods subject to Regulation (EU) 2015/2283, too.  
Our Food Act is currently under revision and as part of the revision reference to the old Novel Food 
Regulation (EC) 258/97 will be updated with a reference to the new Regulation (EU) 2015/2283 in 
Section 3 containing a list of European Union legislation relevant to the Food Act. 
In Chapter 7 (Administrative coercive measures) sections 55-69 give provisions for the control activities. 
The penalty provisions are to be found in Chapter 8 sections 79 and 80. 
I’ll attach an informal translation of the Food Act 23/2006 to this e-mail for you to see the provisions 
referred here above. 
Will this suffice as a notification on the provisions referred to in Article 29 of the Regulation (EU)

As you  know, Article 29 of the new NFR requires the MS to lay down the rules on penalties applicable to 
infringements of the provisions of this Regulation. It also requires MS to notify those provisions to the 
Commission by 1 January 2018.
