Dear Beatrice / Nicole,

Thank you for your enquiry.

Firstly, I sincerely apologise for the delay in responding to your request.

Please see below for our response to your questions:

The cross border relevance for all PCI projects needs to be assessed in accordance with the requirements of Regulation 347/2013 Annex II (1). For your project the following issue(s) remain(s) to be clarified for investment item 450 (TYNDP number):

?         Please clarify whether the commissioning date of this project will be before or after the adoption of the 3rd PCI list, i.e. by early 2018

I can confirm that this project has been commissioned with the final work being completed in 2016

?         Please clarify whether this project will bring a GTC increase of at least 500 MW at the border. From the project fiche in the TYNDP 2016 is appears that it will bring 40% of 1000 MW = 400 MW. This would be below the threshold outlined in the Regulation.

I can confirm that your understanding is correct, this individual project (item 450) does not bring a GTC increase of at 500 MW at the border.

Thank you for your patience while we gathered the requested information – please don’t hesitate to contact me if you require anything further.

Best regards,

Colm

Hi Beatrice,

OK I understand your position.

For today the fullest answer I can give you is that:

?         Investment item 450 is promoted by National Grid Electricity Transmission (NGET)

?         I think investment item 450 is already complete and this appears confirmed by the fiche on the EC Transparency register which is stamped COMPLETED – see link https://ec.europa.eu/energy/sites/ener/files/documents/pci_1_1_3_en_2015.pdf

?         I aim to provide further clarification next week when relevant colleagues in NGET return from holidays.

Kind regards

Jonny

Dear Jonny, thanks for your email and explanation. However I am afraid granting you an extra week is not possible, for equal treatment reasons.

Thanks for your understanding

Kind regards;

Beatrice

Dear Beatrice,

Thank you for your request.  Investment item 450 is promoted by the domestic transmission business - National Grid Electricity Transmission (which operates independently from the interconnector promoter National Grid Interconnector Holdings, where I work). Nevertheless I am making enquiries with colleagues to obtain a response as soon as possible. Certain key people are currently on holidays (Easter and now UK public holiday on 1st May) which means we will not be able to complete a response by the date you requested.

Please could we have an extra week until Friday 5th May to respond? (we will of course respond sooner if we can !)

Many thanks

Jonny

Dear project promoter,

Following the cross-regional electricity group meeting of 5 April 2017, we are contacting project promoters with a request for additional information. For a number of projects there are still issues to be clarified in order to be able to assess their cross-border relevance.

Cross border relevance of projects

The cross border relevance for all PCI projects needs to be assessed in accordance with the requirements of Regulation 347/2013 Annex II (1). For your project the following issue(s) remain(s) to be clarified for investment item 450 (TYNDP number):

?         Please clarify whether the commissioning date of this project will be before or after the adoption of the 3rd PCI list, i.e. by early 2018

?         Please clarify whether this project will bring a GTC increase of at least 500 MW at the border. From the project fiche in the TYNDP 2016 is appears that it will bring 40% of 1000 MW = 400 MW. This would be below the threshold outlined in the Regulation.

Please send your clarifications to the Commission's functional mailbox [email address] by 28 April 2017 (close of business).

Yours sincerely,

On behalf of ENER B1 Electricity team
