This note provides information on the JRC studies carried out until third quarter of 2016
in support to DG GROW and with reference to an Administrative Arrangement signed in
April 2016. The short reports provided to DG GROW served exclusively the quarterly
reporting obligations of that Administrative Arrangement. They contain only the data
reports as tables and graphs.
In the context of the AA and the support to other Commission services, JRC carried out
emission measurements in the laboratory and on road with 3 diesel cars (Skoda Yeti TDi,
Citroen C4 Cactus, Audi A3) and one petrol car (Ford Fiesta). Three vehicles were
selected from the fleet of a rental company. They fulfilled the following selection
criteria: the Ford Fiesta represents a Euro6 GDI petrol car, the Audi A3 represents a
Euro6 vehicle with LNT technology, and the Citroen C4 Cactus represents a Euro6
vehicle with SCR technology. The Skoda was chosen as Euro5b vehicle with VW
declared defeat device on board; it is a privately owned car.
The measurements were made in the context of the validation of a testing methodology
which the Commission services and JRC prepared in cooperation with Member States.
The objective of the methodology was to develop a testing protocol for assisting Member
States in their national investigations into a possible presence of prohibited defeat
devices. At a later stage emissions data will be further elaborated for the development of
emission factors to be used in (or for the validation of) transport emission models.
It should be noted that for each vehicle model only one single car was tested. The number
of tests per test condition is tabled in the documents.
The four separate reports are accompanied by two additional documents: the first one
describes in more detail the test protocol that has been applied and the second document
summarises the main technical specifications of the test equipment used.
