IMPLEMENTATION PLAN
The Joint Return Operation (JRO)
is coordinated and co-financed by Frontex (FX). Its purpose is to
remove, from the territory of the EU Member States and Schengen Associated Countries (MS/SAC), third-
country nationals who are subject of individual return decision issued by the participating countries to
their country of origin.
Members assigned for duty during this operation will ensure full compliance with the Charter of
Fundamental Rights1
ensuring respect and dignity for all persons encountered in the course of this
operation and with the
Code of Conduct for JROs coordinated by Frontex2.
Any incident of a sensitive or public interest nature which occurs during the course of this operation will
immediately be reported, in writing, by the member concerned, for the information of Frontex
@frontex.europa.eu) and the Organising Member State (OMS), email address; see Annex 2.
Informing the Destination Country (DC) about the JRO:
Both OMS and each participating Member State (PMS) are obliged to inform the relevant diplomatic
representation of a country of return about the return of their citizens expelled from their national
territories.

Operational Briefing in line with Frontex Best Practises and Code of Conduct:
The Escort Leaders, Frontex representative and other relevant staff will attend an operational briefing
before the embarkation of the main charter. The briefing will update the seat plan and lists of returnees
and staff and will focus on security procedures during the embarkation, the in-flight phase and the
handover of the returnees including the use of coercive measures, the handling of personal belongings and
baggage. The briefing point and time will be determined by the OMS Escort Leader (EL).

Return from the DC:
A debriefing will be organised after the return operation, with all the relevant JRO participants, in
particular ELs, back-up team leader, monitor(s) and the Frontex representative. All PMS EL and OMS EL
will be respectfully asked to complete “JRO Debriefing Form”, distributed by the Frontex representative
and return it before the debriefing. The feedback provided in the forms will be utilized during the
debriefing.

After-operation:
The OMS, as a leading country, will provide Frontex with the Final Return Operation Report in a
standard form.
The Monitor(s) will be invited to provide Frontex with a Monitor Report.
The operation will be evaluated in the next coming Frontex Evaluation and Planning Meeting.
A full review of all aspects of this operation will be carried out and presented in a Final
Evaluation Report by Frontex.
It is the escort leaders’ responsibility and task to inform each member of his/her contingent about the
content of the Implementation Plan + Annexes and to ensure that each member of his/her contingent
complies with it.
