OPERATIONAL CONCLUSIONS OF THE 6TH COORDINATION MEETING BETWEEN
ARTICLE 187 JUS AND COMMISSION SERVICES

(DG RTD.R.4) opened the meeting by welcoming the participants
and congratulating the JUs' Executive Directors (EDs) for the clean opinions issued by
the Court of Auditors on 2017 revenue and payment transactions for Horizon 2020.
1. Partnership in Horizon Europe
, Head of Sector of RTD.A.3, presented the state of play of the negotiations of
the institutionalised European Partnerships Art.187 TFEU in Horizon Europe (HE) (See
presentation attached).
He informed that the Commission has drafted, in cooperation with the Member States,
the Criteria Framework for European Partnerships which will be presented to the
European Research Area and Innovation Committee (ERAC) on 6 December 2018.
He informed the participants about the status and critical issues of the ongoing
negotiations with the Member States.
In addition, he provided the indicative timeline for the preparation of the institutionalised
partnerships under Horizon Europe.
Next steps:
European Commission will present the draft Criteria Framework 6 December
2018 to ERAC.
Early 2019 European Commission will start the impact assessment exercise for
the potential future institutionalised partnerships under Articles 185 and 187.
Executive Directors were invited to consider collecting possible input (evidence)
for the impact assessments.
2. Art. 187 JUs - Lessons Learnt in H2020
reported on the results of a reflection exercise carried out by the
Commission services on the ‘lessons learnt’ working with Art.187 JUs in Horizon 2020,
which could be taking into consideration in the preparation of JUs to be established under
Horizon Europe. The note prepared by the Executive Directors for the meeting held on 9
November was also taken into consideration. (See presentation attached).

The main findings were:
Ex-ante definition of RACER1 Key Performance Indicators and Key Impact
Indicators should be developed to measure, monitor and evaluate the JU’s
achievements and impacts in relation to their SMART2 objectives.
Composition and responsibilities of the Governing Board could be streamlined.
Delegation of strictly administrative decisions from the Governing Board to the
Executive Directors should be explored.
Increasing the Member States involvement, supporting the alignment with the
national, regional research agendas and programmes should be promoted.
There is a common need for an ex-ante definition of leverage, to be included in
the basic acts of institutionalised partnerships under HE, and for developing a
methodology for quantifying it for European Partnerships.
Financial and in-kind contributions from Members other than the Union should
be ex-ante agreed. Comprehensive, clear and transparent methodologies for their
reporting and certification should be ex-ante defined.
Direct access to project information and results for the Commission services
should be ensured.
Rationalisation of Programme Offices by sharing services of horizontal nature
could be considered.
Action:
Taking into consideration the lessons learnt in Horizon 2020, the JUs will send
their suggestions for modifications / improvements of the provisions in the
Council Regulations, taking as starting point their current ones. Contributions

3. AOB
As laid down in the JUs Council Regulations, the final evaluation should be
carried six months after the winding up of the JU, however their input into the
final evaluation of Horizon 2020, due by the end of 2023, will be needed.
Some JUs requested to be updated on effects and outcomes of the Brexit process.
It was proposed to discuss the implementation of the recommendations of the
Interim Evaluation of the Art.187 JUs at the next coordination meeting.
