We refer to your e-mail dated 18/11/2019 in which you make a request for access to
documents, registered on 20/11/2019 under the above-mentioned reference number.
We regret to inform you that the Commission does not hold any documents that would
correspond to the description given in your application. Under the principles of shared
management, Member States at the appropriate territorial level are responsible for preparing
and implementing operational programmes through calls for projects, project selection and
implementation. The Commission is not part of this process and therefore does not retain
any documents related to individual projects, being part of an operational programme.
Kindly note that the specific project (National Adoption Information System), which is the
object of your request, is being implemented in the framework of the Competitiveness
Operational Programme for Romania. We would therefore suggest that you take contact

As specified in Article 2(3) of Regulation (EC) No 1049/2001, the right of access as
defined in that regulation applies only to existing documents in the possession of the
institution.
Given that no such documents, corresponding to the description given in your
application, are held by the Commission, the Commission is not in a position to fulfil
your request.
