Background
Like many countries, the Hashemite Kingdom of Jordan is going through an era of ‘energy
transition’, necessary for the successful implementation of the Paris Agreement and the delivery
of the Sustainable Development Goals (SDGs). The government is seeking to recalibrate its
national energy strategy in favour of greater deployment of renewable energy sources. Jordan
has set ambitious targets for the renewable energy sector. This vision aims to see a significant
increase in their share within the country’s energy balance. This is timely as the Paris Agreement
reinforces the urgency of decarbonisation across sectors, but in particular in the energy sector as
it poses a significant threat to the climate.
Furthermore, Jordan’s economy is highly reliant on imports of fossil-based energy supplies.
Therefore, Jordan is currently engaged in an energy policy debate as to how the country could
take advantage of its natural potential to develop its renewable energy sector. This would help
the country meet its commitments under the Paris Agreements and the SDGs. At the same time,
there is a significant opportunity to reduce its energy bill. It is important however that the energy
transition does not jeopardise the supply security considering the rising level of demand for
primary energy resources in Jordan. It is both timely and necessary to discuss the policies and
best practices intended to help Jordan achieve a sustainable energy transition.
Objectives
The Energy Charter training programmes provide participants with a comprehensive overview of
the global challenges faced by all nations in the design and implementation of energy sector
policy and regulation. This primarily includes issues relating to sustainability, energy access and
to the transition to low carbon economies. The
tailor-made sessions allow energy professionals
to gain an in-depth understanding on prevailing energy security challenges, with particular
attention to attracting foreign investment and developing energy infrastructure. All of our trainings
offer a forum for active discussion, and these interactive sessions are delivered by renowned
international energy experts.
Following Jordan’s accession to the Energy Charter Treaty in December 2018, and centred
around the ongoing discussions on energy transitions in Jordan, the training programme aims to
provide an overview of the main provisions of the Energy Charter Treaty and its related
instruments. Special focus of the training will be on the following topics:
Adapting national energy policies in response to the global challenge of climate change;
Developing forward looking renewable energy scenarios from the perspective of both
public policy and market fundamentals;
Exploring optimal strategies in energy efficiency: what works for countries and why?;
Integrating energy markets and promoting regional energy cooperation.
During this training, participants will take part in three core “Knowledge Streams” (learning
modules) which will be offered in a dynamic and interactive learning environment. Further, a
negotiation game simulating a complex negotiation process over a power purchasing agreement
based on the fictitious ‘Oronian Solar Investments’ will also be organised within the context of the
training.
Target Audience
The training is designed for 20-25 junior-to-mid level energy professionals working for the Ministry
of Energy and Mineral Resources of Jordan and national energy companies. International Energy
Charter Certificates of Excellence will be presented to graduating participants.
