As requested below, we have conducted a short review of the Legal Act TKP 566-2015 (EN
version) regarding stress test aspects, with similar results.
Contributors to this short review are 
 and myself.
The conclusions are the following:
1. The main elements of the ENSREG stress test specification can also be found in the Legal
Act TKP 566-2015 (EN version).
2. The set of detailed hypotheses given in - and the degree of validation of supporting
documentation to be indicated according to - the ENSREG specification are largely but
not fully specified in the Legal Act.
3. It would be worthwhile to confirm that for flooding (§10.3 in the Legal Act) all possible
sources of flooding are to be considered (and not only flooding due to water rise levels
of rivers, for example).
4. More emphasis should be given to the systematic identification of vulnerabilities and
cliff-edge effects (also called threshold effects), in all the parts of the safety re-
assessment (they seem to be only mentioned for 10.2 Earthquake).
5. More emphasis should be given to the analysis of impact on multiple units at the same
time, in all the parts of the safety re-assessment.
6. In the interest of a clear definition of the detailed scope and hypotheses for the stress
test exercise in Belarus, the detailed recommendations and suggestions as elaborated by
European experts on behalf of DEVCO, are supported. Some of these recommendations
and suggestions also relate to the 'Technical Specifications on performance of works
related to the re-evaluation of safety' (which is the ToR for the implementation of the
stress test in Belarus), which are not available to JRC. It was reported that some
additional requirements and explanations mentioned in the ToR might narrow the scope

I think I did it already but as I'm not fully sure and in preparation of our meeting in
Belarus please find attached:
- The legal act (technical code) that was put inforce in August 2015 in Belarus to launch
the Stress Tests process (in Russian and official translation in English)
- The comments made on this document by the DEVCO experts on site
Please have a look to these documents because they will be very useful for our
discussions in MINSK.
