"Capacity building and technical support for implementing integrated care"
Workshop and Marketplace organised within the
ICIC19 – 19th International Conference on Integrated Care
01-03 April 2019, San Sebastian
1. Concept and Objective
The European Commission, DG Health and Food Safety, in collaboration with the International
Foundation for Integrated Care (IFIC), is organising a stream of activities during ICIC19 with the
objective of supporting health authorities in their efforts to implement integrated care solutions.
The significance of integrated care as a means for improving health outcomes and the effectiveness
and sustainability of health and care systems is acknowledged in several policies at national and EU
level, for example: the European Commission's Communication on effective, accessible and resilient
health systems, the 2017 European Semester: Communication on Country Reports, the Joint Report
on Health Care and Long-Term Care Systems and Fiscal Sustainability by the European Commission
and the Economic Policy Committee, the Companion Report 2017
of the State of Health in the EU
and the most recent Commission Communication on the digital transformation of health and care in
the Digital Single Market.
Integrated care is a central element in many on-going or planned health system reforms. There may
be no doubt about whether one needs to transform the health and care model and move to
integrate care, but the question is
how to design and implement integrated care successfully. One
pre-condition for this to happen, is for health authorities to have
adequate capacity and
relevant know-how.
The European Commission aims at assisting Member State authorities at national, regional and local
levels to fulfil this pre-condition and proceed with their health system reforms. The activities at
ICIC19 are among the various actions taken by the Commission to
raise the capacity of health
authorities in this regard.

2. Format
The activities planned for ICIC19 consist of:
x a half-day workshop in the morning of Monday 01 April; and
x a "marketplace" setting running from the afternoon of Monday 01 April until the end of the
conference.
The
workshop will bring together in one room the "demand" side, i.e. health authorities indicating
areas where they have specific difficulties in implementation of integrated care and what support
they need, and the "supply" side, i.e. organisations or experts who can indicate what knowledge and
technical support they can provide towards the needs of the demand side. The workshop will allow
for a first introductory step and an open discussion about needs and available support options, with
all actors in the same room.
The workshop will also present the actions which the European Commission is already taking or
planning in order to support the implementation of integrated care and the means of support which
the Commission can offer in this regard.
The "
marketplace" will follow on from the workshop. It will be hosted in a designated area of the
ICIC19 venue offering a quite space, coffee, tables and chairs for meetings. The purpose is to allow
stakeholders from the "demand" and "supply" sides to have bilateral meetings to discuss about
potential collaboration opportunities and technical support for specific needs. These meetings can
be organised ad-hoc and at any time, at the initiative of the "demand" and "supply" sides as
inspired/triggered by the workshop on Monday morning. The Commission and IFIC can facilitate the
marketplace by providing a mapping of needs and technical support solutions communicated during
or before the workshop. The Commission and IFIC can also moderate discussions in these meetings if
requested by the "demand" and "supply" stakeholders.
3. Audience
The workshop will gather a variety of participant profiles:

x Organisations and experts who can provide technical support and expertise towards the
implementation of health services and integrated care

5. Marketplace programme

Stakeholders from the

“supply” side (i.e. organisations or experts who can provide knowledge and technical
support for the implementation of integrated care)
can organise bi-lateral or multi-lateral meetings there at any time at their convenience, to discuss
about their needs and possible support solutions.
