Own Resource based on existing reporting
requirements
• Directive 94/62/EC on Packaging and Packaging Waste
• Decision 2005/270/EC establishing the reporting format
• Eurostat collects data since 1997 (22 years)
The Own Resource creates limited
extra administrative burden
Data on packaging waste published by
Eurostat
• Member States data and EU aggregates for waste
generated, material recycling, other recycling, energy
recovery and other recovery
• Kg / capita
• Recycling rate % = Recycled waste / waste placed on
the market
Recycling target for plastic : 22.5 % (counting exclusively
material recycled back into plastic)

Current Eurostat data collection on plastic
packaging waste
• Data are due 18 months after the end of the reference
year (e.g. 2017 data will be due end of June 2019)

Recent work on improving the current data
reporting
• Publication of data for reference year 2016 on 25 August 2018
• Repeated reminders to several Member States to submit data in
July – December 2018
Data reporting for the latest year pending only for one country (CY)
• Survey and further guidance on how Member States report
certain specific treatment processes (which concern small
amounts), such as:
Plastic used as reducing agent in blast furnace (feedstock)
Chemical recycling, gasification and pyrolysis processes
Waste in Residue Derived Fuel or Solid Recovered Fuel used in cement kilns
as component in the clinker
Waste completely decomposed to water and CO2 in composting/digestion
plants

Future Eurostat data collection under
amended legislation - From reference
year 2020
• Amended Packaging and Packaging Waste Directive
(2018/852/EU)
entered into force on 5 July 2018
• New recycling targets for plastic packaging waste
50 % in 2025
55 % in 2030
• More harmonised calculation rules for the new targets
Article 6a: only input to recycling, after sorting & other
preliminary treatment

Implementing Act on Reporting applicable
for data from 2020
• Implementing Act
Agreed by Member States, formal adoption by the Commission in April
2019
• First reference year: 2020 - > reporting by 30 June 2022
• A uniform calculation point for the most common recycling
processes for plastic packaging
• A general rule on how to deal with emerging technologies (such as
chemical recycling)
• Unified reporting format
• Harmonised quality check reports
• Eurostat statistical guidelines in early 2020 to provide detailed
clarification on reporting.
• Member States can voluntarily use new guidelines already from
next year onwards

Expected Impact of New Rules
• New targets and other initiatives on plastic recycling:
The recycling rates will increase in the future
• Harmonised calcuation rules and high level of comparability
across MS:
The recycling quantities may not include waste materials
removed before input to recycling
Other recycling may be taken into account
• Much more information for the validation of the data
