In  the  context  of  the  2018  administrative  up-date  of  the  country  profile,  the  Spanish 
Authorities provided information the following information: Asturias indicated that they only 
have 3 small slaughterhouses, none of which uses water-bath stunning.
País Vasco confirmed that the verification of the stunning parameters specified in Annex I of 
Regulation (EC) No  1099/2009 for electrical water bath stunners is included in their working 
procedures.
Galicia  provided  information  in  relation  to  their  instructions  and  check-lists  for  official 
veterinary  controls  at  slaughterhouses  in  an  IT  application  (SEMAGA),  including,  among 
others, a check-list for the verification of the conditions of stunning of birds.
However, no documentary evidence (e.g., copies of inspection reports or filled in check-lists) 
 was  provided  on  official  checks  on:  HACCP  plans  in  order  to  ensure  that  they  include 
 stunning  parameters  for   electrical  water  bath  stunners  as  specified  by   the  legislation;   that 
the established parameters for electrical water bath stunners are being implemented correctly; 
and  stunning indicators  to verify that animals have been stunned correctly. 
In addition: although point 15 of the check-list provided refers to the parameters of Annex I, 
its  point  17.2  refers  to  a  "sufficient  voltage"  (voltage  is  only  one of  the  key  parameters  in

In the context of the 2019 GFA, the Spanish Authorities explained that a national guidance 
document (PNT) had been adopted and published on the CCA website:

In addition, evidence from Galicia was provided (copies of inspection reports) that the check-
list has been amended, and that inspectors include in their official controls at slaughterhouse 
the verification of  the parameter of Annex I of Regulation (EC) No 1099/2009 for electrical 
water bath stunners are applied.
Assessment 
The actions implemented by the Spanish authorities address this recommendation.
