Dear Sir,
We refer to your request for access to documents, received and registered by the
responsible services for access to documents, in the Directorate General for Mobility and
Transport of the European Commission (DG MOVE) on 17 February 2021 under
reference number GESTDEM 2021/0801.
We also refer to the same requests submitted to:
the Secretariat General (SG) of the European Commission, registered on 17
February 2021 under reference number GESTDEM 2021/0816; and
The Innovation and Networks Executive Agency (INEA), registered on 23
February 2021, under the reference number INEA 2021/7.
We have examined your requests and we understand that you are referring to grant
agreement no. INEA/CEF/TRAN/M2014/1057372 concerning Action 2014-EU-TM-
0401-M.
The description given in your application is not sufficiently precise and, subsequently,

Such a broad scope does not allow us, using reasonable and proportionate means and
resources, to conduct a preliminary research that would enable us to identify which
documents in particular would correspond to your requests.
We therefore invite you, in accordance with Article 6(2) of Regulation (EC) No
1049/2001, to clarify and specify further the objective of your applications and your
specific interest in the documents requested (
Strack v Commission judgment , paragraph
28; Judgment of the General Court (then 'Court of First Instance') of 22 May 2012,
EnBW Energie Baden-Württemberg v European Commission, T-344/08, EU:T:2012:242,
paragraph 105) with a view of narrowing down the scope of your applications.
We kindly ask you, to provide some clarifications that would help us understand which
documents you are looking for and would therefore allow us to respond to your
applications and accommodate your requests (i.e. please consider specifying e.g. the
subject matter(s) and/or specific aspect(s) of the action implementation that you are
interested in, or even more precise and shorter time periods).
Please note that the same clarifications will apply to the abovementioned requests to SG
(GESTDEM 2021/0816) and INEA (2021/7).
If you need assistance in clarifying or specifying your application, you can contact us:
xxxxxxxxxxxxxxxxxxxx@xx.xxxxxx.xx
In accordance with the third paragraph of Article 2 of the detailed rules for the
application of Regulation (EC) No 1049/2001 (Official Journal L 345, 29.12.2001, p.
94), the deadline of 15 working days for the handling of your three applications will start
running when we receive the requested clarifications.
Given the wide scope of your requests, please note that the services concerned still
reserve the right to propose a fair solution to you in accordance with Article 6(3) of
Regulation (EC) No 1049/2001, should a large number of documents is still identified
after your clarification.
Finally, we kindly ask you to confirm to us the receipt of this emails.
We sincerely apologize for any inconvenience this may cause.
Thank you in advance for your understanding.
Yours faithfully,
Electronically signed
