Commissioner for the Economy. We would kindly like to request a virtual meeting in the coming weeks, to discuss
with you the drastic impact of the COVID‐19 pandemic on the European cruise industry, to inform you of Costa Group’s
gradual resumption of cruises in Italy and to have an exchange on the long‐term perspective for the recovery of the
cruise industry in Europe, in light of the ongoing COVID‐19 pandemic.
As you may know, Costa Group, as a leading European cruise operator based in Italy, voluntarily suspended its
operations in the early stages of the COVID‐19 outbreak before the introduction of local restrictions on cruise travel,
to ensure the health and safety of passengers and crew members. In recent months, Costa Group has worked in close
cooperation with a wide range of stakeholders, including Italian national and local authorities, health officials, local
institutions and representatives of harbor master’s offices, ports and terminals and the classification society RINA, to
ensure a gradual and cautious resumption of operations in Europe. This resumption is guided by the new Costa Safety
Protocol, a comprehensive set of new health measures and procedures developed by a panel of independent scientific
experts, as well as initiatives such as the advice produced by the EU Healthy Gateways and the guidance from the
European Maritime Safety Agency and European Centre for Disease Control.
As an important economic player in Italy, with an economic impact of over €3.5 billion euros, Costa Group’s gradual
resumption of cruise operations will have proportional benefits for the entire value chain of over 4,800 suppliers and
16,900 jobs in Italy, as well as the broader European tourism ecosystem, which are supported by the cruise industry.
In the coming months, the European Commission’s continued support for harmonizing and coordinating the EU’s
response to the crisis will be key for the recovery of the European tourism ecosystem (of which the cruise industry is
a vital part) and the wider European economy. Furthermore, the Commission has an important role to play, as it guides
Member States in the preparation of their Recovery and Resilience Plans. Costa Group is also working in close
cooperation with the Italian government on the key operational and financial aspects for these plans, and would be
pleased to exchange with you regarding the potential opportunities for the future. Finally,
would also
welcome the opportunity to discuss the importance of the EU’s taxation framework for maritime fuels, in light of the
upcoming revision of the Energy Taxation Directive.
