Explanatory note
Purpose of the
The intervention “PEERS: Protection Enabling Environment
contract
and Resilience Services” that will be carried out by CESVI in
consortium with IMC, is well aligned with its corresponding
Action Document.
The action aims at improving direct multi sectoral assistance
and protection to migrants, refugees and host communities in
both Detention Centres and Urban Areas. For doing so, it will
provide emergency assistance and protection for migrants,
refugees and host communities including health, psychosocial
support as well as protection and GBV. It will also strive to
establish and maintain emergency shelter/transit centres in
safe areas as alternatives to detention. In addition to this, the
intervention aims at improving knowledge and capacities of
local stakeholders related to protection (capacity building for
municipal staff and service providers and training of local
stakeholders).
This contract has been negotiated with CESVI and IMC by
EUDEL and DG NEAR following the lines established in the
Action Document and the developments in the field. The
negotiation has been satisfactory.
The contract will have an implementation period of 24
months starting 1st January and a total budget of € 5,000,000,
100% financed by EU (fully funding was agreed in the AD).
Background
The Action Document “Managing mixed migration flows (top
information
up): Enhancing protection and assistance for those in need in
Libya” (T05-EUTF-NOA-LY-08) was approved on 10-7-2019
(Ares (2019)4564900) in order to reach the overall objective of
strengthening protection and resilience of vulnerable migrants
and migrants at risk, refugees and host communities (including
Internally Displaced People and returnees) in Libya. At the same
time, it aims at supporting efforts to improve migration
management along the migration routes in the country.
The Action document seeks as well to reduce and mitigate the
risks faced by some vulnerable groups such as victims of sexual
and gender based violence (GBV), non-registered refugees and
irregular migrants stranded in Libya, while responding to their
specific needs.
The Action Document foresees the signature of a direct award
(grant) to CESVI in consortium with IMC in its section 4.3
(implementation modalities)
