Administrative Arrangements with Norway, Ukraine, Serbia, Switzerland

The request was partially successful.

Dear European Defence Agency,

Under the right of access to documents in the EU treaties, as developed in Regulation 1049/2001, I am requesting the full text of the administrative arrangements for cooperation established between the EDA and:

-Norway (signed in March 2006)
-Ukraine (signed in December 2015)
-Serbia (signed in December 2013)
-Switzerland ("Framework for Cooperation" signed in March 2012)

I am currently a Masters student at the College of Europe and am writing my thesis on future models of EU/UK defence cooperation. In order to conduct my research, I need to obtain these documents in order to see exactly what are the arrangements for defence cooperation that the EU has with third countries.

Yours faithfully,

Marc Nikolov

Dear Madam, dear Sir,

I was informed that the documents I requested are sensitive. As I soon need to begin writing my thesis, I would like to request, if possible, a summary of the documents - namely the following elements for each of the four agreements:

- Objectives/Principles of the relationship
- Scope of cooperation
- Provisions for consultation
- Provisions for information-sharing
- Provisions for financial contributions from third parties to EDA budget
- Provisions for dispute settlement
- Provisions for decision-making by third countries in EDA (if applicable)
- Provisions for participation by third countries in EDA projects

I would like also to maintain my original request for the full documents.

Kind regards,

Marc Nikolov

Information Mailbox, European Defence Agency

Dear Mr Nikolov,

We refer to your request dated 19 January 2018 for access to the four Administrative Arrangements concluded by the EDA with Norway (2006), Switzerland (2012), Serbia (2013) and Ukraine (2015), made pursuant to Regulation 1049/2001.
Unfortunately the internal consultation process has taken longer than anticipated and as a result we need to extend the deadline originally indicated of 08 February by another 15 working days.
We apologise for any inconvenience this may cause and we will revert to you on your request by 22 February.

Kindest regards,
EDA
