Under the right of access to documents in the EU treaties, as developed in Regulation 1049/2001, I am requesting documents which contain the following information:

For the period between 1 February 2021 to date:

- a list of the meeting and/or calls between Stellantis and the Directorate-General for Financial Stability, Financial Services and Capital Markets Union, including any Cabinet Members and/or officials, during which “hydrogen vehicles” and/or “electric vehicles ” and/or “batteries” and/or “hydrogen” and/or “lithium” were discussed.

The list should include: date, individuals attending and organisational affiliation, as well as the issues discussed;

- all minutes and other reports of these meetings and/or calls;

- all documents prepared for the purpose of the meetings issued both in preparation and after the meetings took place.
- all correspondence, including attachments (i.e. any emails, mail correspondence or telephone call notes) between the Directorate-General for Financial Stability, Financial Services and Capital Markets Union and Stellantis, including any Cabinet Members and/or officials, and any lobby group and/or industry representative discussing “hydrogen vehicles” and/or “electric vehicles ” and/or “batteries” and/or “hydrogen” and/or “lithium”.

To the extent possible, I prefer the documents in electronic format.
Should my request be denied wholly or partially, I kindly request to explain the denial or all redactions referring to specific exemptions in the regulation. Also I would expect the partial release of documents, in case of partial exemption according to article 4.6.

Your applications are closely interlinked and concern a very large number
of documents, which need to be assessed individually. As they are worded
now, they would cover documents under the responsibility of several
consecutive Commissioners and their cabinets. Such a detailed analysis
cannot be carried out within the normal time limits set out in Article 7
of Regulation (EC) No 1049/2001.

Therefore, we would like to kindly ask you for your cooperation to narrow
down the scope of your applications, so as to reduce them to a more
manageable amount of documents.

As concerns your request GestDem 2021/5936, bearing in mind that the
Cabinet of Commissioner McGuinness came into office on 12 October 2020, we
would therefore propose to provide you with the list of meetings and/or
calls held by DG FISMA and Members of Commissioner McGuinness’s Cabinet
based on the search keywords “hydrogen vehicles” and/or “electric
vehicles” and/or “batteries” and/or “hydrogen” from 12 October 2020 to 7
October 2021 (the date of your request). This list will give a full
overview of meetings, as a starting point for your investigative research.

As regards your two requests about meetings/calls between DG FISMA and the
European Battery Alliance (Gestdem 2021/6021) and between DG FISMA and the
European Automobile Manufacturers’ Association (Gestdem 2021/6025), we
would also propose that DG FISMA’s answer concerns the meetings held by DG
FISMA officials or Cabinet members under the mandate of Commissioner
McGuinness, therefore covering a period from 12 October 2020 to 11 October
2021 (the date of your requests).

For the documents that may not fall under the original scope of your
requests after the narrowing of the scope above, we would kindly invite
you to consider lodging new access requests, if possible giving a concrete
description of the documents you seek access to and/or introducing a
narrow timeframe in order to help us treat your files in full compliance
with the deadlines set by the Regulation.
