Allocated Budget to find missing people and assiting their families to find them

Esta es una solicitud de acceso a contenidos y documentos considerados como información pública en virtud de la Convenio 205 del Consejo de Europa sobre el acceso a los documentos oficiales y del Reglamento (CE) núm. 1049/2001, relativo al acceso del público a los documentos del Parlamento Europeo, del Consejo y de la Comisión reconocidos en el Tratado de Funcionamiento de la Unión Europea (articulo 15) y la Carta de los Derechos Fundamentales de la Unión Europea (articulo 42).La realizo en mi condición de periodista de freelance por lo que resulta también de aplicación el derecho fundamental a comunicar o recibir libremente información veraz en consonancia con la doctrina del Tribunal Europeo de Derechos Humanos respecto a la interpretación del artículo 10.1 del Convenio Europeo de Derechos Humanos (Sentencia Magyar Helsinki Bizottság c. Hungría, de 8 de noviembre de 2016, §§ 164-170).

INFORMACIÓN SOLICITADA
Solicito detalle de los países que han solicitado el fondo destinado a identificar desaparecidos, así como las cantidades otorgadas.

Solicito que me remitan la información solicitada en formato accesible (archivo .csv, .txt, .xls, .xlsx o cualquier base de datos), extrayendo las categorías de información concretas solicitadas de la base de datos para evitar así cualquier acción previa de reelaboración. En caso de que la información no se encuentre en cualquiera de estos formatos, solicito que se me entregue tal y como obre en poder de la institución, entidad o unidad correspondiente (documentos en papel, PDF…), previa anonimización de datos de carácter personal y disociación de aquellas categorías de información no solicitadas en mi solicitud de derecho de acceso.

Les recuerdo que disponen de un plazo máximo de 15 días hábiles para emitir la resolución correspondiente

2018/1849

We refer to your e-mail dated 27/03/2018 in which you make a request for
access to documents, registered on 28/03/2018 under the above mentioned
reference number.

Your application is currently being handled. However, we will not be in a
position to complete the handling of your application within the time
limit of 15 working days, which expired on 23/04/2018.

An extended time limit is needed as your application does not fall within
our department’s area of responsibility. It has been reassigned to
Directorate General for European Civil Protection and Humanitarian Aid
Operations, who will be sending you a reply.

Therefore, we have to extend the time limit with 15 working days in
accordance with Article 7(3) of Regulation (EC) No 1049/2001 regarding
public access to documents. The new time limit expires on 15/05/2018.

It is right. I was refering to both programmes (CMP and Turkish-Cypriot community Aid) related to missing people in Cyprus.
In general, the question refers to disappearances related to criminal offence and /or country conflict

After an analysis of your request, we would like to note that it
constitutes an access to information (and not access to documents) as you
seek information about the funding made available to search for missing
persons.

Directorate-General for European Civil Protection and Humanitarian Aid
Operations (DG ECHO) does not provide such funding.

 

However, other Directorates-General of the Commission (Directorate-General
for Neighbourhood and Enlargement Negotiations – DG NEAR, and Structural
Reform Support Service) do and they provided the information below about
their instruments.

Concerning Cyprus,  the United Nations Development Program is running the
Committee of Missing People in the northern part of the country.

The European Commission has executed several Financing Agreements with the
UNDP in the context of promoting reconciliation and confidence building
measures in compliance with the Aid programme for the Turkish Cypriot
Community based on COUNCIL REGULATION (EC) No 389/2006.

and administrative capacity. (IPA I/2012, EUR 999.970; start/end date: 10
February 2014 – 09 February 2017)

 

2)     Strengthening and Modernizing the Forensic Services at the
Department of Forensic Medicine (DFM) including the Missing Persons
Operation in Kosovo: To strengthen and modernize the forensic services at
the DFM including the Missing Persons Operation by enhancing its technical
and administrative capacity. The DFM will be equipped with IT and

3)     Further Strengthening and Modernizing the Forensic Services at the
Department of Forensic Medicine (DFM) including the Missing Persons
Operation in Kosovo: The purpose of this service contract is to further
strengthen and modernize the forensic services at the DFM including the
Missing Persons Operation by enhancing its technical and administrative
capacity (IPA II/2015/Services, EUR 2,000.000; start date: February 2018,
duration: 36 months)

 

4)     Support to resolving missing persons cases – Breaking the Impasse:
The aim of the project is a) to enable the Kosovo and Serbian authorities
to resolve missing persons cases through the provision of DNA testing and
matching, b) to empower families of the missing to claim their rights and
demand due diligence from the relevant authorities as regards the process
of search, recovery and identification of missing persons, c) to analyze
the process of search, recovery and identification of missing persons
related to the Kosovo conflict, draw conclusions and propose
recommendations to carry the process forward, d) to develop capacity of
the Kosovo Forensic Agency in terms of DNA testing and analysis. (IPA
I/2013 part II (North), EUR 360.000; start/end date: 01 August 2015 – 30
