Franklin DEHOUSSE

Dear Court of Justice of the European Union,

Under the right of access to documents in the EU treaties, I am requesting documents which contain the following information:

1. The Minutes of the 2018 Plenary meetings of the General Court
2. All 2018 documents analyzing real needs of personnel for General Court and positions Court of Justice and General Court concerning the cabinets’ composition after 2019.
3. The minutes and documents of the personnel committee since 2014, and any document concerning chauffeurs’ complaints
4. In 2016, the Court appointed an exiting judge as Top counsel for Brexit, for two years (without indicating why the existing services were unable to fulfil that mission). It seems the person has been reappointed, in spite of some European Parliament’s observations. I request all documents concerning this reappointment (especially motivation).
5. All documents produced by this counsel since 2016 (included).
6. All documents distributed to personnel concerning the impact of Brexit .
7. The Court opened recently a tender procedure of 55 million € to maintain the existing ICT services. Simultaneously, it announced a new coming procedure to replace the whole ICT system. I request any documents explaining why the old system has to be replaced, and/or the loss of previous investments this will imply.
8. Any document that would analyse the total multiannual costs of existing ICT projects or their efficiency
9. All documents communicated to the Court of Auditors in the framework of Performance Review, especially ICT.
10. All 2018 chauffeurs missions orders, which required hotel stays and/or plane trips
11. All documents concerning the sudden rise of rank and remuneration (especially motivation) of the General Court’s deputy registrar, and the choice and appointment of a new one.
12. The internal or external audit reports produced in or for the institution during the last 6 years.
13. The list of documents left to the institution by the former president covering the period 2003-2015 (especially now that hearing in case T-433/17 has revealed that it was still possible to recover documents on the Court’s servers, contrary to what had been repeatedly affirmed before).

Yours very faithfully,

Franklin Dehousse
