Dear Mr Teffer,

Subject:      Your application for access to documents – Ref GestDem No
2018/2188

We refer to your e-mail dated 17/04/2018 in which you make a request for
access to documents, registered on 19/04/2018 under the above mentioned
reference number.

Your application is currently being handled. However, we will not be in a
position to complete the handling of your application within the time
limit of 15 working days, which expires on 16/05/2018.

An extended time limit is needed as your application concerns a large
number of documents.

Therefore, we have to extend the time limit with 15 working days in
accordance with Article 7(3) of Regulation (EC) No 1049/2001 regarding
public access to documents.

The new time limit expires on 07/06/2018.

We apologise for this delay and for any inconvenience this may cause.

Yours faithfully,

Dear Madam, Sir,

I refer to GestDem 2018/2188.

The letter from Mrs Lowri Evans stated that I would be granted access to documents 1, 6, 9, 11, 17, 19, 20, 24, 26, 27, 30, 31, 35, 37, 39 and 41. I have not received any documents apart from the letter. I assume that this is a technical error, and would like to ask that you (re)send those documents.

As for the non-disclosed documents related to the As-If Programme Committee for Defence Research, I would like to file a confirmatory application.

I don't believe that the Commission was right to deny access to those documents. For one, the public has a right to know how EU money is being spent. Moreover, the Commission itself has said in the draft terms of reference of the As-If programme Committee for Defence Research: “DG GROW shall make available all relevant documents, including the agendas, the minutes and the participants' submissions, either on the register of expert groups or via a link from the register to a dedicated website, where this information can be found”.

All the best,
Peter Teffer
