Indeed Euratom is not an EU agency per se, although the Euratom Supply Agency (listed under EU agencies in AsktheEU.org) is: the Agency ensures “a regular and equitable supply of nuclear fuels to EU users” and “applies a supply policy based on the principle of equal access to sources of supply.” You may find more information about ESA here:

As for the second EU body listed under Euratom in AsktheEU, Fusion For Energy (F4E) “is the European Union’s Joint Undertaking for ITER and the Development of Fusion Energy.” The organisation was created under the Euratom Treaty by a decision of the Council of the European Union, and is part of Euratom, a research programme for nuclear research and training which falls under the European Commission’s Horizon 2020.
