Dear Secretariat General of the European Commission,
Thank you for your letter dated 28/5 (Ref. GestDem 2020/2580) and for sending me the four documents concerning the meeting between the Cabinet of Vice-President Maroš Šefčovič and Philip Morris International Inc. on 23/01/2020.
In accordance with Article 7(2) of Regulation (EC) No 1049/2001, I herewith submit a confirmatory application requesting the Commission to review its position on several points.
Not only have, as the Commission writes,"all personal data has been redacted", also a lot of other text has been removed without justification. I would like to receive the unredacted documents, for the following reasons:
1) to be able to interpret the meaning of these documents, it is necessary to know who sent the emails. With names and email addresses of the senders of “PM Sefcovic email 1” and “PM Sefcovic email 3” blackened out, it’s impossible to know with whom the Cabinet of Vice-President Maroš Šefčovič was corresponding about the meeting(s).
2) the names of the representatives of Philip Morris that were meeting with the Cabinet of Vice-President Maroš Šefčovič have been unduly removed. At this meeting, they represented the company in a profesional and official capacity. Their names should therefore not be considered ‘personal data’, but information that should be available to the public, for instance to identify possible conflicts of interest.
3) the names of other ‘partners’ (presumably companies that also met with the Cabinet of Vice-President Maroš Šefčovič) have been removed, without justification. It is highly relevant to know who else the Cabinet of Vice-President Maroš Šefčovič met with on 22 and 23 January 2020, for instance whether there were meetings with other tobacco companies. I noticed that there are three meetings listed for those dates in the online register of “Meetings of Cabinet members of Vice-President Maroš Šefčovič with organisations and self-employed individuals“ and five meetings with “partners” listed in the documents “PM Sefcovic email 1” and “PM Sefcovic email 2” (http://ec.europa.eu/transparencyinitiati...).
