I am an Europena citizen, living in Girona. Will European Parliament help Catalan people on defense of our human rights against the abuse od Spanish government?
Today our democratic institutions are kidnaped for military forces (Guardia Civil)!

Dear Ms Ripoll,

The Citizens’ Enquiries Unit of the European Parliament (EP) has been
asked to reply to your request for information dated 28 September 2017.

We would inform you that the European Parliament will hold a plenary
debate on the ‘[1]Constitution, rule of law and fundamental rights in
Spain in the light of the events in Catalonia’ on Wednesday 4 October (3
pm). During the plenary debate, there will be one round of political group
speakers and a European Commission statement on the issue.

If you wish to follow the debate, you may visit the [2]European Parliament
website, in particular its section ‘[3]EPTV’.

We also inform you that the European Commission made a statement on 2
October concerning the events in Catalonia. The statement can be consulted
on the following [4]webpage.

Furthermore, the Commission, the European institution responsible for
guaranteeing the application of EU law, responded to a number of
[5]parliamentary questions and [6]petitions concerning scenarios such as
the separation of part of a Member State or the creation of a new state.

The Commission, in its [7]answer of 7 July 2017 to a parliamentary
question on that subject, pointed out that:

‘As already explained by the Prodi Commission in its answer to the written
question [8]P-0524/2004, and as recalled lately by this Commission, in its
answer to the written questions [9]E-011776/2015 and [10]E-001376/2017, it
is not the role of the Commission to express a position on questions of
internal organisation related to the constitutional arrangements in the
Member States.

Concerning certain scenarios such as the separation of one part of a
Member State or the creation of a new State, these would not be neutral as
regards the EU Treaties.

The Commission recalls that the process for the accession of States to the
European Union must be fully in line with the rules and procedures
foreseen by the Treaties.’

We thank you contacting the European Parliament.

Yours sincerely,

Citizens' Enquiries Unit
