Under the right of access to documents in the EU treaties, as developed in Regulation 1049/2001, I am requesting the following documents:

For each of the years 2013, 2014, 2015 a full list of the beneficiaries of European Common Agricultural Policies with the details provided as per Article 111 of Regulation 1306/2013, excluding the details of those beneficiaries of amounts falling below threashold set in Article 112 of the Regulation.

I am interested in receiving in electronic format copies of the data as held by the Commission itself.

Preferably I would like to recieve this data in a Excel / CSV format.

I wonder if, consistent with Article 6 of Regulation 1049/20011, you could kindly provide me with some assistance in the formulation of this request.

As you rightly note, Article 2.3 of regulation 1049/2001 gives a right of access to "all documents held by an institution, that is to say, documents drawn up or received by it and in its possession, in all areas of activity of the European Union."

Given that spending under the CAP amounts to as much as 40% of the budget of the EU, and given that member states collect data on recipients, I would presume that the EU would hold some data on this spending. I had assumed that, inter alia, you would data akin to that data published by the Member States.

This is where assistance is essential to permit me to formulate my request: I am interested in having access to documents containing the most detailed spending that you hold.

To that end, could you kindly tell me which documents and in which level of detail is provided by the Member States to the Commission on the spending of these funds. Consistent with Article 3(a) I note that when I refer to documents I am referring to "any content whatever its medium (written on paper or stored in electronic form or as a sound, visual or audiovisual recording)", so this also includes electronic storage of information, such as in Excel sheets and databases.

I note that before submitting this request, and again now, I have tried to search in the Documents Register but without success. What I did find were various regulations which give me the impression that Member States have to report to the European Commission on the allocation of the funds, and this leads me to conclude that it is probable that you will hold documents that would respond to my inquiry.

Could you also confirm what your answer implies, namely that no Member State has ever send to the Commission a copy of the data that Article 111 of Regulation 1306/2013 requires it to make public ? Also, is it the case that nobody at all in DG AGRI has ever downloaded and stored and/or circulated internally the data published by any Member State?
