I thank you for your question regarding the discontinuation of the
competition for the European Capital of Culture 2023 title in the United
The ineligibility of UK cities for the status of European Capital of
Culture 2023 is a direct consequence of the decision of the UK to withdraw
from the European Union as of 29 March 2019.
Indeed, the rules adopted by the European Parliament and the Council of
the European Union (Decision 445/2014/EU as recently amended by Decision
(EU) 2017/1545) makes it clear that the European Capital of Culture EU
action is only available to Member States of the Union, as well as to
candidate countries, potential candidates and European Free Trade
Association countries which are parties to the Agreement on the European
Economic Area (EFTA/EEA countries), but in strictly defined conditions.
Both Decisions mention the United Kingdom as one of the two hosts for the
2023 title only as a Member State of the Union.

The European Commission cannot deviate from these rules, and therefore
invited UK Department for Digital, Culture, Media and Sport to discontinue
