Commissioner Rehn and his staff and private sector lobbies

Waiting for an internal review by Economic and Financial Affairs of their handling of this request.

Dear Economic and Financial Affairs (ECFIN),

Under the right of access to documents in the EU treaties, as developed in Regulation 1049/2001, I am requesting documents which contain the following information:

all correspondence and minutes of meetings between European Commissioner Olli Rehn, his cabinet and DG ECFIN staff - and private sector companies and lobby groups since January 1st 2011. This should include meetings that took place in the context of the 'Troika' of which the European Commission is part (together with the IMf and the ECB) on issues related to Greece, Portugal and Ireland.

Yours faithfully,

Olivier Hoedeman

Dear Mr Hoedeman,

Thank you for your letter of 20 February applying for a list of documents in accordance with Regulation (EC) N° 1049/2001 regarding public access to European Parliament, Council and Commission documents.
Your application will be dealt with as quickly as possible. However, in view of the number of documents applied for, we have to extend the prescribed period before you receive a reply. We apologize for this delay.
Yours sincerely,

Christophe Houyoux

Dear Sir,

Subject:               Your application for access to documents about
memorandums

We refer to your e-mail dated 20/02/2012 in which you make a request for
access to documents about correspondence related to memorandums with
Greece; Ireland an d Portugal.

As your request seems quite vague to us, could we ask you whether you
could be more specific on the files you are interested in?

Yours faithfully,

Christophe Houyoux

Dear Christophe Houyoux,

firstly, just to clarify: I have submitted three requests if February 2012:
- one re correspondence concerning the implementation of the EU's economic governance
- one re correspondence between Commissioner Rehn and his staff and private sector lobbies
- and finally one regarding the memorandums of understanding between the Troika and the governments of Greece, Ireland and Portugal

Secondly, you write that you find the last-mentioned request "quite vague". The request is for "access to all letters (also by email) from European Commissioner Olli Rehn and his cabinet to European Union member state governments since January 1st 2011 concerning the memorandums of understanding between the Commission, the ECB and the IMF (the Troika) and the governments of Greece, Ireland and Portugal."

So the request concerns letters from the Commission (DG ECFIN) to the 27 member state governments regarding the memorandums of understanding of the Troika and several EU member states (since January 2011). That seems quite specific to me.

I hope this clarification was helpful. Please do not hesitate to contact me again with any further questions you may have.

Yours faithfully,

Olivier Hoedeman

Dear Economic and Financial Affairs (ECFIN),

Please pass this on to the person who conducts Freedom of Information reviews.

I am writing to request an internal review of Economic and Financial Affairs (ECFIN)'s handling of my FOI request 'Commissioner Rehn and his staff and private sector lobbies'.

Two months ago I requested access to all correspondence and minutes of meetings between European
Commissioner Olli Rehn, his cabinet and DG ECFIN staff - and private sector companies and lobby groups since January 1st 2011.

On March 8th I received a response stating that more time was needed than the usual three working weeks. this is now six weeks ago, which leaves me guessing when (or whether) I will receive the documents.

A full history of my FOI request and all correspondence is available on the Internet at this address:

Dear Christophe Houyoux - Economic and Financial Affairs (ECFIN),

thank you for your reply. I however do not think the response adequately covers my request. I had requested access to all correspondence and minutes of meetings between European Commissioner Olli Rehn, his cabinet and DG ECFIN staff - and private sector companies and lobby groups since January 1st 2011 (including meetings in the context of the Troika, but not only these). The documents you sent only cover a number of meetings which the Troika had with banks and companies in Ireland, not Greece and Portugal, let alone meetings that happened outside the context of the Troika.

I would therefore like to ask for an internal review in order to receive the full range of documents covered by my request.

Yours faithfully,

Olivier Hoedeman

Dear Economic and Financial Affairs (ECFIN),

on August 7th I received a letter from Timo Pesonen, who mentioned that DG ECFIN would send me a reply "as regards correspondence and meetings between their staff and provate sector companies". I have still not received this reply and would therefore like to remind you of my request. On 25th May DG ECFIN sent me a number of documents related to the Troika's meetings with banks and companies in Ireland - but nothing related to Greece and Portugal, nor any other documents.

For your information, Mr. Pesonen responded to me regarding the part of my access-request that is about Vice-President Rehn's meetings with private sector companies and lobby groups.

Yours faithfully,

Olivier Hoedeman
