I am surprised by your response.
According to Regulation 1049/2001 the applicant simply has to make a written request in any form, including electronic form. There is no further requirement to give any personal details nor to state reasons for the request. Article 6.1 of the Regulation says:
"Applications for access to a document shall be made in any written form, including electronic form, in one of the languages referred to in Article 314 of the EC Treaty and in a sufficiently precise manner to enable the institution to identify the document. The applicant is not obliged to state reasons for the application."

Dear Ms Pop,

The European Commission has to notify its replies to access to document requests in a way that provides for legal certainty as regards the receipt of the reply by the applicant under Regulation 1049/2001. Replies triggering the possibility for administrative or judicial redress will therefore be transmitted via registered mail with acknowledgement of receipt. This requires an indication of a valid postal address by the applicant.

Moreover, the indication of a postal address is also needed for the correct application of certain other legal aspects (in particular, the scope of possible redress, data protection rules, protection against theft of identity or the use of false identities).

Applicants can, of course, lodge their request for access to documents in electronic form (see also electronic application form at:
http://ec.europa.eu/transparency/regdoc/... ).

Where applicants have also indicated an email address, replies by the Commission will be sent as advanced copy by email in order to ensure that the applicant is informed without delay. Copies of the documents to which access has been granted will usually also be sent by email.

Dear Secretariat General (SG),

Please pass this on to the person who conducts Freedom of Information reviews.

I am writing to request an internal review of Secretariat General (SG)'s handling of my FOI request 'Commissioners' expenses 2012 and 2013'.

You have provided me with 2 tables - a total of travels and representation expenses for all commissioners in 2012 and 2013. You argued that disclosure of any other details would infringe with the commissioners' right to privacy.

Surely the travel, accommodation, daily subsistence allowances and "other expenses" related to the commissioners' missions can be disclosed in a way that doesn't compromise their privacy. I am asking for these documents because this is public money and as a journalist I am interested to see how this money was spent.

The same should apply to representation costs. It should be possible to see what these costs consisted of, even without disclosing the name of the commissioner.
