Communications between directive and Irish Government regardings VHI Insurance

The Competition directive is believed to have raised concerns with the Irish central bank regarding the authorisation of state-owned health insurer VHI.

A European Court ruling last September found that the VHI being exempt from Central Bank authorisation and regulation was in breach of certain EU directives.

Under the right of access to documents in the EU treaties, as developed in Regulation 1049/2001, I am requesting documents which contain the following information:

Any and all communications between the competition directive and;

The Central Bank of Ireland;
The Irish Government;
Any other statutory body of the Irish State;

Relating to the VHI and/or the VHI's current exemption from Central Bank authorisation and regulation.

Also; Any and all communications between the competition directive and any other EU body relating to the same exemption mentioned above.
