Comprehensive breakdown of the payment being requested by the EU from the UK for its liabilities in the European Union

Under the right of access to documents in the EU treaties, as developed in Regulation 1049/2001, I am requesting documents which contain the following information:

A comprehensive breakdown of the payment being requested by the EU from the UK for its liabilities in the European Union. Going into detail including, but not limited to, offset assets, pension contributions and European institutions. Additional the UK's share of all EU assets including, but not limited to, property, the European investment bank, wine and other perishables as well as the worth of future cash flows that the UK is entitled to due to past investments in the European Union.

Dear Mr Hatt,

 

The Citizens’ Enquiries Unit of the European Parliament (EP) has been
asked to reply to your request for information concerning the breakdown of
the payment being requested by the EU from the UK for its liabilities in
the European Union.

 

We would inform you that the essential principles on the financial
settlement are laid out in a

position paper drawn up by European Commission’s Task Force for the
Preparation and Conduct of the Negotiations with the United Kingdom under
Article 50 of the Treaty on European Union.

 

The general principles of the financial obligations resulting from the
whole period of the United Kingdom membership in the Union are that there
should be a single financial settlement related to

·         the Union budget;

·         the termination of the membership of the United Kingdom of all
bodies or institutions established by the Treaties;

·         the participation of the United Kingdom in specific funds and
facilities related to the Union policies

 

With regard to calculation of the Union obligations, this stems from:

 

(1) The reste à liquider (‘RAL’) from the successive Multiannual Financial
Frameworks (MFF) during which the United Kingdom was a Member of the
Union, in other words, EU budget items yet to be paid;

(2) The financial programming for the period between the date of
withdrawal of the United Kingdom and the end of the MFF 2014-2020;

(3) The liabilities as recorded in the consolidated accounts of the Union
which are not balanced by corresponding assets, i.e.:

a. Pensions and other employee benefits,

b. Provisions,

c. Financial liabilities not related to borrowings,

d. Payables and accrued charges other than RAL.

(4) The contingent liabilities disclosed in the consolidated annual
accounts;

(5) The specific costs related to the withdrawal process

Dear AskEP,
Thank you for your response. However it did not cover my specified request. I would like to know the percentage share of all the assets that the EU is currently in possession of as well. For example property, perishables (including wine currently held by the EU) and future cashflows from past investments.
