Contacts between Frontex and Spanish authorities

Dear European Border and Coast Guard Agency,

On 11 February 2018, Spanish Security Secretary of State, José Antonio Nieto, gave a series of statements to newspaper ABC in regards to Spain’s efforts and interest to promote an agreement between the EU and Morocco in the style of the EU-Turkey statement of the 18 March 2016.

In this regard, Nieto states that the need for a “well organized strategic [EU-Morocco] policy” is being “constantly passed on to Frontex”.

Therefore, under the right of access to documents in the EU treaties, as developed in Regulation 1049/2001, I am requesting the following documents:

For the period from 1 January 2017 to date:

- All correspondence – including, but not limited to, letters, e-mails, and any attachments – exchanged between Frontex high representatives (i.e.: Executive Director, Deputy Executive Director, and Cabinet) and any of the following Spanish authorities: Minister of Interior Juan Ignacio Zoido, his Cabinet, Secretary of State José Antonio Nieto, and/or his Cabinet

in regards, related to, or mentioning any kind of political arrangement (whatever its legal form and nature) with Morocco.

Also for the period from 1 January 2017 to date:

- A list of all meetings held between Frontex high representatives (i.e.: Executive Director, Deputy Executive Director, and Cabinet) and the following Spanish authorities: Minister of Interior Juan Ignacio Zoido, his Cabinet, Secretary of State José Antonio Nieto, and his Cabinet

in regards, related to, or mentioning any kind of political arrangement (whatever its legal form and nature) with Morocco.

I would like this list to include the date and place of the meeting(s), as well as the name and job title of other attendees to the meeting(s).

Finally, per meeting(s) held, I would also like to request any record of the aforementioned meeting(s). This may include, but not necessarily limited to, minutes of the meeting(s), verbatim reports of the meeting(s), transcripts etc, that would provide a record of the proceedings of the meetings(s).
