Cooperation with Russian companies via the European Bank of Reconstruction and Development

Under the right of access to documents in the EU treaties, as developed in Regulation 1049/2001, I am requesting documents which contain the following information:

A list of all documents regarding the EIB’s participation and decision-making process (including reports, financial statements, E-mails, a.s.o.) concerning the activity of the European Bank of Reconstruction and Development (EBRD) in Russia since its foundation.
A list of every national branch of the EBRD (country + date of establishment)
A list of every Russian and German(cooperation) partner of the EBRD since its foundation.
A list of all funds (name + purpose + amount + year) given to Russian companies by the EBRD since its foundation.
A list of all Russian companies which received funds from the EBRD since its foundation.
A list of all Russian companies the EBRD was/is a shareholder of (name of the company + percentage of share + year) since its foundation.

Since when is the EIB part of the European Bank of Reconstruction and Development?
When was the Russian branch of the EBRD founded?
Who were/is the head of the Russian branch of the EBRD from its foundation until today?

This request was made on October 23, 2014. The European Investment Bank not only refused to reply within 15 working days, but also never reacted to the above-mentioned request. By law, under all circumstances, the European Investment Bank should have responded long ago.

Please first of all be aware that the EIB has found no trace of having received your previous requests sent via the “Ask the EU” website on 23 October and 14 November 2014, which explains why the Bank has not responded earlier to your request.

As for the content of your enquiry, we are pleased to inform you that, as indicated on the EBRD’s website (http://www.ebrd.com/shareholders-and-boa...), the EIB has been a shareholder of the EBRD since 28 March 1991.

As we understand that all your other questions concern the activities of the EBRD, which is a different institution to the EIB, we believe that the EBRD would be in a better position to provide you with the information you request.
