COPAR meetings 2009
Dear Human Resources and Security (HR),
Under the right of access to documents in the EU treaties, as developed in Regulation 1049/2001, with reference to the 'joint committee' mentioned in the staff regulations article 16, I would like to request:
- the list(s) of the members of the joint committee(s) in 2009
- the agendas and circulated papers of all meetings of the joint committee(s) in 2009 where the joint committee was being consulted as per staff regulations article 16
- the minutes of all meetings of the joint committee(s) in 2009 where the joint committee was being consulted as per staff regulations article 16.
I make this request further to your release of identical papers for the year 2010 under GESTDEM 2011-4588.
I would prefer you to produce the documents on a rolling basis, rather than waiting until the full response is ready.

Dear Madam,
We refer to your e-mail dated 10/02/2012 in which you make a request for
access to documents, registered under the above mentioned reference
number.
Your application is currently being handled. However, we will not be in a
position to complete the handling of your application within the time
limit of 15 working days, which expires on 05/03/2012. An extended time
limit is needed as your application concerns a large number of documents.
Therefore, we have to extend the time limit with 15 working days in
accordance with Article 7(3) of Regulation (EC) No 1049/2001 regarding
public access to documents. The new time limit expires on 26/03/2012.

documents under Regulation No 1049/2001 regarding public access to
European Parliament, Council and Commission documents.
We enclose a copy of the documents which we hope will meet your needs. I
must however, remind you that they cannot be reproduced or disseminated
for commercial purposes unless the Commission has first been consulted.
On the part of you request concerning the agendas and circulated papers of
all meetings of the joint committee(s) in 2009 where the joint committee
was being consulted as per Staff Regulations Article 16 and the minutes of
all meetings of the joint committee(s) in 2009 where the joint committee
was being consulted as per Staff Regulations article 16 please note that
none of such consultations were discussed on COPAR meetings in 2009
(according to the agendas).
Please note that according to information we received at its 380th
meeting, on March 2006, the COPAR agreed a procedure (consultation and
approbation) "a silentio" in cases where the appointing authority does not
intend to forbid the official from undertaking an occupational activity
within two years after leaving the service (even if the appointing
authority is imposing restrictive conditions on the exercise of activity).
The applications for authorisation to engage an occupational activity are
listed on the agenda of the COPAR only if the appointing authority
proposes to forbid the official from undertaking it or if the members of
the COPAR, to simple majority, specifically request it (which was not the
case in 2009).
