Dear Mr. Walsh,

Thank you for your e-mail dated 06 February 2018 sent via the AsktheEU.org
website to the European Investment Bank (EIB), requesting access to the
initial correspondence between the EIB and the Irish Department of Health
or/and Government or/and Minister for Health, regarding the Primary Care
Centre PPP project in Ireland (1). Your request has been handled in
accordance with the provisions of the EIB Group Transparency Policy (2).

Please note that the EIB does not keep a list of all its communications
with its clients and/or the authorities of a Member State in the context
of the Bank’s lending operations. Given the range and diversity of
potential projects, there is no standardised documentation requirement and
no special formalities are involved for the submission of applications to
the EIB for individual loans.

Furthermore, initial contacts to discuss a proposed project can be in any
form, by telephone, fax, e-mail, letter, or through meetings. As a general
rule, the project promoters should provide sufficient information to allow
the EIB to assess whether the project adheres to EIB lending objectives
and has a well-developed business plan. A project appraisal is
subsequently carried out by the Bank’s teams of engineers, economists and
financial analysts, in close cooperation with the promoter

Accordingly, and given that the EIB is not in a position to identify the
document and information requested, we would kindly ask you, in line with
§5.19 of the EIB Group Transparency Policy, to clarify your request in a
way that would allow us to better address your information request.

We remain at your disposal for any assistance you might need in this
respect (3).
