OUR REF: A(2016)12942
Dear Mr Escudero,
Following your application for public access to all correspondence between
the President of the European Parliament (EP) and Spanish MEPs since July
1st 2014, the EP competent services have proceeded with the inventory of
relevant documents registered in de EP data base for management of the
correspondence received and sent by Parliament.
On this basis around 400 documents have been identified as potentially
falling within the scope of your request. Documents drafted or held by
the European Parliament concern matters relating to the different
policies, activities and decisions falling within the institution’s sphere
of responsibility, in all areas of activity of the European Union. The
identified documents relate thus to different subjects and they are not
public.
As you know, Regulation (EC) No 1049/2001 imposes an individual assessment
of each requested document prior to any decision on public release by the
Institution concerned.
In consequence, in order to reply to your application, Parliament would
need to retrieve each of the documents in question, and proceed with the
individual screening. This process involving a considerable administrative
burden, Parliament is not in a position to examine all documents within
the imperative deadlines imposed by the Regulation.
Please note in this respect that Parliament makes already available
extensive information concerning the parliamentary activity of individual
Members of the European Parliament on their dedicated web pages on
Europarl.europa.eu:
http://www.europarl.europa.eu/meps/en/di...
In particular for the 54 Spanish MEP’s:
http://www.europarl.europa.eu/meps/en/se...
On each MEP’s web page, information is to be found as regards the work in
the parliamentary committees they are members of, the reports prepared as
rapporteur, the motions for resolution tabled, parliamentary questions
submitted, and interventions in plenary on different files.
Moreover, you can follow live on web streaming the deliberations in the
different parliamentary committees:

Also search for specific documents in the public Register of Parliament's
documents:
[2]http://www.europarl.europa.eu/RegistreWe...
In view of these considerations, Parliament hereby kindly asks you,
pursuant to Article 6(3) of Regulation (EC) No 1049/2001, to further
specify the concrete information/field of activity/documents you are
interested in. This in order to narrow down the scope of your application
with a view to a more efficient administrative handling of your request,
and also better meet your requirements.
Until reception of the additional specifications you are asked to provide,
the statuary deadline cannot run. In the absence of any reply within 20
working days, that is to say, by 9 December 2016, your application will be
considered withdrawn and the file closed.
Kind regards,
