or his Cabinet with VP Barrot;
- all correspondence (including minutes of meetings) between
Commissioner Rehn and civil society (NGO's)
- all correspondence (including minutes of meetings) between
Commissioner Rehn and US authorities.
- all internal notes of DG ELARG related to the above.

- Correspondence Rehn/Barrot: In the book 'Romania for Export Only, the untold story of the Romanian 'orphans', page 228, reference is made to a letter of Vice President Barrot (Commissioner for Transport) to Commissioner for Enlargement Rehn, dated 20 April 2005. There was another letter dated 30 May 2005.
Of course I also would like access to the replies of Commissioner Rehn.
For the other correspondence requested (NGO's, US Authorities) I have no further details (for the moment).

We would like to thank you very much for the clarifications you provided.
Please note that your application is currently being handled. However, we would like to inform you that we will not be in a position to complete the handling of your application within the time limit of 15 working days, which expires on 5 September 2013. As large files have to be examined in order to retrieve the documents requested, an extended time is limit needed.

I am writing to request an internal review of Enlargement (ELARG)'s handling of my FOI request 'Correspondence Commissioner Rehn - Romania/adoption'.
I find today's reply incomprehensible.
In fact, the whole handling of this request, since 20 July 2013, I cannot really understand.
First no correspondence between Rehn and Barrot could be found by DG ELARG. After clarification from my side, still no letters could be found and the request was referred to DG MOVE. Now it is back at DG ELARG's desk...
Today DG ELARG writes that it has found the two letters, but only one can now be disclosed? Why not the second one - it there a technical or other issue?
And what about the replies of Commissioner Rehn to VP Barrot?
Also still pending: correspondence Commissioner Rehn/NGOs/US authorities.
I kindly request you to look into this matter and request disclosure without further delay.

Thank you for your message of 14 October.
Due to the complexity of your request of 20 July 2013, we split the answer into several parts in order to grant you access to certain documents as soon as possible and thus avoiding that all documents for disclosure had to wait for the most complex cases.
Your request consisted of three parts:
1. Letters from Vice-President Barrot to Commissioner Rehn
2. Letters from Commissioner Rehn to Vice-President Barrot
3. Other correspondence (NGOs, US authorities).
Summing up, you have received the following replies:
1. Reply dated 4 October 2013 concerning letters from Commissioner Rehn addressed to Vice-President Barrot where we indicated that no relevant documents could be found.
2. Reply dated 14 October 2013 concerning letters from Vice-President Barrot to Commisisoner Rehn in which we indicated that two documents were found:
a) full access was given the letter of 20 April 2005
b) holding message concerning letter of 30 May 2005 due to consultations among Commission services which are still on going. We apologise for this delay.
3. Reply dated 14 August 2013 concerning other correspondence (NGOs, US authorities) in which we indicated that we needed more detailed information on the documents which you seek to obtain, namely dates or periods during which the documents requested would have been produced. In your reply message of 14 August 2013, you informed us, as follows: "For the other correspondence requested (NGO's, US Authorities) I have no further details (for the moment)." From this, we concluded that you would contact us at a later date with further clarifications. If you could send us further clarifications, we would be glad to further search for the documents under question.

Thank you for your reply of 5 November 2013, by which you sent me the letter of VP Jacques Barrot to Commissioner Olli REhn of 30 May 2013.
In this letter the personal data of the name and function of the person to whom the 6th paragraph refers, has been expunged.
I can inform you that the personal data was already released in the framework of another Ask the EU request, which I addressed to DG JUST.

You also expunged the first four alinea concerning general travel arrangements between the two Commissioners, which you consider outside the scope of my current request. However, I do consider it important to have access to the full letter and will, therefore, make a separate request about the travel arrangements of VP Barrot and COmmissioner Rehn.
Furthermore, you state that no replies by Commissioner Rehn to VP Barrot were found. I hereby hand in a confirmatory appeal and request you to once more check the archives. Further research from my side indicates that such a letter was sent in June 2005. I kindly request you to disclose this letter, including its annexes.
