correspondence with Concawe
Dear Mobility and Transport,
Under the right of access to documents in the EU treaties, as developed in Regulation 1049/2001, I am requesting documents which contain the following information:
1- All correspondence (including email, SMS, private twitter and WhatsApp) between formers or the present transport Commissioner, or members of his/her cabinet, or any other representatives of DG Move, on the one side; and representatives of ‘Concawe’, or Representatives of 'Fuels Europe', or with PR companies or law firms representing 'Concawe' or 'Fuels Europe' in which the following topics were discussed : "air pollutant emissions standards for combustion-engine vehicles (Euro 6 or 7 )" or "air quality directive" or "auto/oil programme" or "air quality modelling" .
2- All briefings, minutes of meetings, and correspondence between between formers or the present transport Commissioner, or members of his/her cabinet, or any other representatives of DG Move, on the one side; and representatives of ‘Concawe’, or Representatives of 'Fuels Europe', or with PR companies or law firms representing 'Concawe' or 'Fuels Europe' in which the following topics were discussed : "air pollutant emissions standards for combustion-engine vehicles (Euro 6 or 7 )" or "air quality directive" or "auto/oil programme" or "air quality modelling" .
I would like to make clear I prefer you produce the documents on a rolling basis.
At no point should the Commission’s search for—or deliberations concerning—certain documents delay the production of others that the Commission has already retrieved and elected to produce.
To the extent possible, I would prefer the documents in electronic format but if that is not possible please use the following postal address:

Should my request be denied wholly or partially, please explain the denial or all deletions referring to specific exemptions in the regulation. Also I expect the partial release of documents, in case of partial exemption according to article 4.6.

We are writing concerning your request for access to Commission documents
registered on 28 July 2023 under case number 2023/4503.
We are currently working on your request. However, we have not yet been
able to gather all the elements necessary to carry out a full analysis of

An extension is needed as part of the documents requested originate from

I hereby acknowledge receiving a ‘fair solution proposal’ related to my application for access to documents 2023/4503.
Considering the significant reduction in the original time frame (from 1 January 2001 to 28 July 2023), I would like to accept your proposal on the condition that you also include the following documents which are outside of the proposed timeframe but really critical for our query:
“All briefings, minutes of meetings, and correspondence between formers or the present transport Commissioner, or members of his/her cabinet, or any other representatives of DG Move, on the one side; and representatives of ‘Concawe’ regarding:
-the ‘2005 Thematic Strategy on Air Pollution’
-‘Directive 2008/50/EC of the European Parliament and of the Council of 21 May 2008 on ambient air quality and cleaner air for Europe” and its subsequent fitness check undertaken in 2018.
The foregoing acceptance of your proposal is made without prejudice and under the reservation of all rights, including although not limited the right to file an application regarding information outside the proposed time frame.
