Dear European Council,

Under the right of access to documents in the EU treaties, as developed in Regulation 1049/2001, I am requesting documents which contain the following information: Council policy on disenfranchised persons. The titles of any such documents would be most kind.

F.Y.I. The 'Vocabulary-on-line-dictionary' gives this definition of the word discenfrancised: .....deprived the rights of citizenship especially the right to vote. The adjective 'disenfranchised' describes a person or group of people who are stripped of their power. Rights are violated and they have little power to change life for the better....'

Many thanks for your message.

I'm not planning to attempt again communication with the Commission: previous efforts were unsuccessful and I doubt new efforts would prove otherwise. In any event, as I say, the European Council is probably best placed to deal with this matter.

With respect: not withstanding we communicate via this information service, are you prepared to accept my messages as: alarming the EU of its failure to acknowledge disenfranchised* persons or hold policy on assisting the same*?

Otherwise you'd need to identify your postal address** so to enable me formalise the same by post.
