Council's Negotiating Mandate on Transatlantic Trade and Inverstment Partnership

Dear Council of the EU,

Under the right of access to documents in the EU treaties, as developed in Regulation 1049/2001, I am requesting documents which contain the following information regarding the Transatlantic Trade and Investment Partnership:

I would like to request a summary of the meeting at which some Member States in the European Council refused to disclose the Transatlantic Trade and Investment Partnership negotiating mandate. Specifically I would like to know which Member States were against its disclosure.

Dear SECRETARIAT DGF Access,

Thank you very much for your response and for the minutes of the Council meeting on 18 October 2014, as set out in document number 15105/13. Document 15105/13 states that the request for the declassification of the TTIP negotiating directives was made by the French minister in document number 14470/13, and that Member State positions remain the same as those expressed in Coreper on the 9 October. I would therefore like to have access to the summary of the COREPER meeting of 9 October, as my original request specifically asks about each Member State’s position on the matter of disclosure.
I would also like to request a copy of document 14470/13.

I would like to remind you that my request made on the 11th of November 2014 remains unanswered. The request is the following:
